Run this command rubocop --auto-gen-config --auto-gen-only-exclude

It will generate rubocop todo file with all exceptions.

Start use Docker

I'am starting use Docker! Now I can run project on my Windows PC without Virtual Machine! The biggest issue was then I have ghost process with docker container.
